As technology rapidly advances, bullying has become a harmful act to our youth, both physically and mentally, that cannot be ignored. What makes cyberbullying such a serious problem is that it has been "identified that cyberbullying can occur at any time of the day or night." Many victims feel trapped knowing that they may receive a harassing message every time they turn on their cell phone or go online. Twyman et al (185) Cyberbullying is defined by the Cyberbullying Research Center as “deliberate and repeated harm inflicted through computers, cell phones, and other electronic devices” (Patchin). Every aspect of this law would be crafted by the congressional branch through legislation and then approved by the president if there was a chance it would be created equally for each state..
