  • Essay / SEA Transport Planning - 1302

The previous chapter presented some transport data and illustrated how transport planning is organized in England, highlighting the major challenges identified in the literature. He then highlighted the important contributions of SEA to more sustainable transport planning, without neglecting some of the most common weaknesses or opportunities for improvement in the process. This literature review would, however, not be sufficient to achieve the proposed goal and fully meet the objectives (see section 1.2), unless it is supported by the analysis of a "real case scenario", where certain SEA inputs could potentially be applied, and by bringing together the opinions and experiences of professionals working in the field, in order to better leverage current experience. The methodology used throughout the study is described and explained in this chapter.3.1 Research designFollowing an initial review of the literature, a case study approach was followed in order to better investigate the contribution of EES to decision-making in the transport sector and a certain number of semi-research. Structured interviews were conducted to better understand the perceptions and experiences of different stakeholders and, therefore, to better elaborate on the objectives. This type of qualitative research, which is similar to in-depth exploratory studies, is recommended when there is an opportunity for “quality” responses (Biggam, 2008). The selected case study was identified by some of those contacted as a good example of a SEA process, where it could have influenced decision-making and contributed to a perceptible improvement in the environmental and sustainability concerns of the plan/strategy transport. An initial reflection on the review of environmental reports was abandoned,...... middle of article......on the other hand, most of those interviewed limited their participation to less than 30 minutes for time reasons. Longer interviews could have generated better quality information. The fact that the selected case study is around 5 years old could be criticized, given that the practice of SEA has obviously evolved since then. However, other options, such as LTP2, would have similar limitations and the most recent SEAs in the transport sector – LTP3, which are mainly carried out in-house due to widespread cost reductions – are still at an early stage. preliminary, which would not be the case. shed light on the study on the results of the SEA and its influence on the decision. On the other hand, the assessment of sustainability formulated in the recent National Ports Policy Statement has been criticized. Interviewing people involved in the development of LTP3 was thought to minimize this limitation...
