The Weberian bureaucracy that emerged in the early 20th century, thanks to the work of Max Weber on bureaucracy, is now widespread in the public and private sectors. However, it is not a perfect structure and has several drawbacks which this essay will address. This required a shift to a new and improved way of organizing work. It is widely believed that post-bureaucracy has now intervened as an organizational structure eliminating the negative sides of bureaucracy, but we need evidence in favor of this argument. In this essay, I will attempt to show that a new form of organization is now used by comparing the way management work is carried out today and before the arrival of post-bureaucracy. In the rise of industrialization, labor administration did not face many problems, but with the expansion of structures, this led to the need for a new and more complex organization. Offe (1976) argues that there are two types of organization: the “continuous task” and the “discontinuous task”. The first is typical of small businesses where employees are involved in the management of the business. Large-scale organizations are recognized as the latter, the people who carry out the work in these organizations are not involved in the administrative structures of the company at all. Today, in our economic life, we observe the most common form of organization of “discontinuous tasks”: bureaucracy. Max Weber's work on bureaucracy has considerable influence on our understanding of organizational structures and how they are implemented in businesses. He highlighted the fundamental characteristics which are as follows: division of labor which means that each individual is entrusted with a specific task, responsibilities are carefully distributed. As a good example, we can consider hospitals where “each specialty has its own knowledge, its own training, its own language” Drucker, P. (1988). In each department there are specialists who “report directly to the top and there are few middle managers” Drucker, P. (1988) and each individual takes responsibility for information. Drucker (1988) argues that large business organizations must change to last, but a comparative study must be carried out to show whether changes have taken place in companies over the years.
