As for the right way, the right way and the only way, it does not exist"¬¬ --Friedrich Nietzsche--.Friedrich Nietzsche's quote might be in the thoughts of any non-governmental organization (NGO) trying to expand globally and establish an international non-governmental organization (INGO) in Cambodia. The service of improving natural resources and managing the environment by providing clean drinking water through INGOs is desperately needed in developing countries. However, not all countries, including Cambodia, are easy to infiltrate due to entry barriers, operational activity barriers, and resource barriers imposed by legal blockades. The challenges of an INGO in providing the natural water resource are not only filtering out disease contamination, but also filtering out legal obstacles that contaminate their efforts. as simple as it seems. Three major legal barriers to entry exist before an INGO can establish itself within Cambodia's borders. The first legal barrier to entry is INGO registration with the Ministry of Interior (MOI). The registration process can be difficult due to the large amount of legal documents required by the Royal Government of Cambodia (RGC), all of which are written in the native language of Khmer. The Khmer language is often not spoken by any culture outside of Cambodia; therefore, if the applicant INGO is not fluent in Khmer, it may be in the organization's best interest to invest in a local Khmer speaker to translate. INGOs should keep in mind the need to be middle of paper......financially they are playing the game and destroying the benefits that INGOs bring to citizens. A developing country that puts politics and greed ahead of the needs of its people is a country that will not progress into the developing level society in the near future. The INGO's mission is to fill gaps in the government's social and economic policies. The RGC would benefit from putting into practice the American phrase “don’t bite the hand that feeds you”.
