This was an appropriate area to address because of the countless number of students who fall through the cracks, who may suffer from a learning disability and not receive a diagnosis until late in their college career. One goal was for students to achieve achievable goals in terms of academic improvement (Rosenberg, 2004). Another positive goal of the law was to ensure that all students took standardized tests (Rosenberg, 2004). This all comes down to having strong teachers who can teach effectively. While this is a problem in less affluent areas, it may still be a problem in other parts of the country.
