Welfare abuse has led to the demand for reform, hasn't it? To first answer any question on the topic of well-being, we must define well-being, with well-being being defined as “financial support provided to people in need”. This not only includes welfare created in the 1930s, but all forms of financial support, this can mean that free health care can be classified as welfare, food stamps, FAFSA and many other government programs are all welfare programs. The purpose of social assistance being, in the definition, to provide financial support to people in need. But then the question arises: what is defined as being in need? A widely accepted definition is anyone below the poverty line. This means that 13.5% of the population (in 2015) should be fully reached. This simply creates no incentive for those already at the higher end of the spectrum not to work, as they receive significant compensation while doing little work. This in turn hurts the economy, and those who cannot bear the pain themselves. This is why welfare in its current form can be detrimental to a society, and it is also why we have some of the highest welfare rates in the world! Many other countries have welfare that gives people money, but at much lower percentages, but with higher payouts, which helps people recover and return to better-paying jobs ( many other countries also have a higher minimum wage), which allows poverty to be reduced and incentivizes welfare recycling, in the way you might think, money is paid to the government via taxes, some of these taxes go to welfare programs, the military, the IRS, the police and social service, the government then gives the money via a TANF (Temporary Assistance to Needy Families) grant to each State. This grant is then spent on all state social programs.
