    Developing countries around the world are all different and each will require a unique policy plan to help the state implement political and economic reforms. For developing states to implement such systems, they must establish a Commonwealth, provide higher education and training, retain talent, and provide sustainable energy. These goals will help make the nation presentable to nations eager to help build and support developing countries. The European Union implemented a preferential trade agreement to help developing countries become economically competitive with other countries around the world. For a developing country to reap the economic benefits of the trade agreement, the state must establish democracy, respect human rights and demonstrate good governance (Baccini, 2010). These three preliminary objectives should constitute a set of main objectives for any developing country wishing to achieve political and economic success by working among democratic nations. Establishing these three goals will not only help developing countries get a trade deal, but it will also attract developing countries. investment and multinational corporations from established Western countries (Baccini, 2010). Being able to attract the West allows the developing country to access the knowledge, markets and networks of foreign companies. Once the investing countries see the advantages of the newly developed country, the state will have greater financial support and political assistance (Baccini, 2010). This leads to the goal of creating a Commonwealth. As a combined goal, developing countries should form a Commonwealth with host countries and other developing countries. The goals listed above were the formation of a Commonwealth, education and higher training, talent retention and sustainable energy. These goals should be the main concerns of developing countries to create or form a stable economy, government and above all society. Developing countries have the potential to become valuable service nations due to their lack of resources.
