Politics in America was never simply a question of whether one was a Democrat or a Republican; rather, it is a question of loyalty; more accurately, it is about knowing who or which group one is loyal to at a given moment and given a particular set of circumstances. This dilemma presents an excellent opportunity for the American government and administrative structures to rebuild them using the theories of cooperative federalism. President Barak Obama's sweeping policy changes, particularly in regulating how Washington operates, are an example of an official attempting to remake the blueprint for American politics. First, the volatility of power as it relates to cooperative federalism, particularly how that power is gained, retained, or lost, will be explored here. Moreover, the power of the U.S. government is supposed to radiate upward from the population rather than downward from appointed and elected officials.
