    Reynolds states that "ethics is a set of beliefs about good and bad behavior within a society", most of which are universally understood. Certain behaviors such as cheating and lying are generally considered unethical, but personal opinions on what ethical behavior is can vary widely. We live in a society that sets laws and limits for behavior that are considered acceptable. These rules and laws are expressed as beliefs about how people should think and behave and are part of what is called a moral code about how a society functions. Unfortunately, we all experience times in our lives where we are caught in conflict or uncertainty about what rules to follow. For example, you catch your friend cheating on a test; you might find yourself caught in a conflict between telling the truth or being fair. Often we don't want to report our friend, so we decide to be loyal to them and stay silent about the situation. However, some of us feel more compelled to tell the truth in order to feel better about ourselves. Sometimes rules and laws do not cover new situations. So we need to figure out how to develop new laws or enforce existing ones.
