This may allow police to have more resources to focus on other policing functions such as training. Sherman conducted a study using random assignment to evaluate community surveillance programs. This study showed that neighborhood watch was ineffective and did not reduce crime as previous studies had shown (Sherman, 1997). This review used other randomized studies to avoid bias and other research flaws that previous studies might have.
