Ethical Issues in Procurement While human resource management focuses on an organization's internal resources, project procurement management will typically focus on the acquisition of goods and services from outside the organization. According to the PMBOK, purchasing management generally contains the following functionalities (p224-236):a. Make or buy decisions: These generally compare the internal cost of manufacturing a good or providing services with the cost of acquiring goods or services from a third party.b. Procurement Management Plan: It indicates how the procurement processes will be carried out until the contract closes.c. Requests for Proposals/Quotes: A document records how the supplier will meet the buyer's requirements, or a document states the prices of the items based on the agreement of both parties. Contract Statement of Work: It defines the specific goods or services to be provided. The organizer of the event, Lu Chung-chi, was arrested and is under investigation.
