    A belief shared by most people, the voice of the people. Public opinion is popular opinion. Opinions bring the public's beliefs to the attention of decision-makers/policymakers. Public opinion is the opinion that the government must take into account. Public opinion is reflected by public policy through five models according to Norman Luttbeg. The rational-activist model in which voters use elections as political expression. Individual citizens are expected to be politically informed, involved, rational and above all active (p. 19). This model places a burden on citizens who are expected to be informed and vote accordingly. The model of political parties in which politicians diverge ideologically to provide a cue to party affiliation, allowing voters to vote rationally using their habit of party identification. The political party model suggests that party labels clarify the policy choices available to voters. Democratic politicians gain a reputation as liberals and Republicans gain a reputation as conservatives. These stereotypes then provide useful clues about what Democrats and Representatives think....
