    The BeginningWhen security began, it was the duty of every person to guard their own property and belongings. (Kelly, 2005) If there was a grievance, it was handled by the individual or a small group of people. It wasn't until 2100 BC that things were codified by Hammurabi, also known as the King of Babylon. (King, na) The Hammurabis Code includes the Code of Ur-Nammu, the laws of Eshnunna and Lipit-Ishtar Isin, and then later codes were added including the Hittite laws, the Assyrian laws and the Mosaic law. The Code of Hammurabi states that the king was incapable of changing the fundamental laws regarding the governance of a country. (King, na) These laws did not cover the areas of law and commerce. Some say it was created to glorify Hammurabi by immortalizing his justice and wisdom. Items listed in this code are still used today, such as interest rates, fines for wrongdoing involving money, inheritance, and the law regarding how private property should be taxed or divided. (King, na) It also lists how crimes should be punished. Egypt established the first judicial system in 1500 BC and Amenhotep in 1400 BC developed marina patrols. (Kelly, 2005)Influence of EnglandModern policing emerged during the Anglo-Saxon era in England. It began when the king demanded complete and utter obedience and order from the kingdom, the knights, and everyone else within the ruling kingdom. If these demands were met, the king would provide protection against invasions, which were very common, and against any uprisings by other peoples in the kingdom. The first king who started this police force was King Alfred the Great, it was a type of internal police force. (Nickerson, 1996) This maintenance of order was provided by landowners.
