University Medical Center averages about $100,000 per month in unpaid doctor visits, surgeries and special procedures, according to Newsweek ; this burden is passed on to the county taxpayer (Johnson). The unpaid bills are because people have been hospitalized and have no or very poor health insurance. The current process is not fair to anyone, whether they don't have health insurance or have paid for it. Under the Patient Protection and Affordable Care Act, also known as Obamacare, signed into law on March 23, 2010, all Americans are required to carry health insurance. The purchase of this care is carried out either individually or on the government market. The law will reduce the cost of insurance for all Americans and further relieve the pressures felt in hospitals when one does not have health insurance. Similar laws have been passed in states like Massachusetts, with great success; the individual mandate requiring Americans to purchase health insurance is justified and constitutional. The health insurance debate is not new, as there have been many legal debates, stemming from the passage of health care law. One of the first people to introduce a state-run healthcare system was Theodore Roosevelt in 1912. One of the reasons the bill was introduced was due to similar laws being passed in Europe; however, the bill was never voted on. Representative George H. Utter of Rhode Island once said he voted against the bill because he did not believe the federal government had the resources to insure everyone (Fletcher).
