    A system is needed to reduce the cost of managing student information and automate the processes that work with the information. The project of creating a system to support the educational institution can be carried out with a Scrum-based approach or a plan-based software engineering approach. For each of the approaches, the project team may face different challenges that they may encounter while working on the project. The Scrum approach can be more effective than a plan-based approach for planning people assignment, project costs, team cohesion, and managing changes in team composition. When implementing new software, different approaches can be used. to manage the project. One approach is the Scrum approach which is an agile method focused on managing iterative development rather than a specific technical approach. According to Sommerville (2011), agile uses incremental development methods for small systems and gives users access to new sections every few weeks based on feedback to make changes (p 58). With the Scrum approach, there are three phases where the project is defined, then a sprint cycle which is a repetition of tasks to complete the project, then closing the project. Using the Scrum approach sprint cycle, a task is reviewed, priorities are set and requirements are introduced. Next, the project team works with customers to select which part of the system to work on. After the selection process, the software is developed and then revised. Once the software is reviewed, the next cycle begins from the feedback to make changes or add more features to the software. With the new system for educational institutions, the first part of the paper...... has an agreed set of rules and procedures to follow (Hanlon). The Scrum approach is more effective for managing changes in the composition of the project team, because through daily meetings new members can be introduced to everyone more easily. Much like team cohesion, people will learn more about new members and work better together. With the planned approach, new team members can be introduced to the team via email to let other members know who is working on certain tasks, but without having much interaction with them as they would during daily meetings.
